They are using AWS to balance their loads, probably taking into consideration average ping between all participants.. I get 19 ping in most games but 28 in ~30% of my games. The ping is consistent per game, it's either 19-20 or it's 28. If I start on 28 then I end on 28, if I start on 19-20 then I end on 19-20. I ran ping test with 1.1.1.1, google.com, 8.8.8.8, and 104.160.131.3 ( riot NA league of legends server). Only had packet loss with the League's Server IP. Next I tried it on another desktop (hooked with ethernet of course) same result only getting packet loss in league of legends. I'm running pings and showing ping latency to google.com at 15-46ms (wireless) with the League client closed, or with it open and in the queue. Once the game starts (map loads, champions in place), ping times to google.com and ping times in-game jump immediately to 700-3500ms and stay there until I kill the League client, at which point the ping times to google.com immediately recover. Im replying to what the OP said he is saying that ping is one of the issues in NA which all pros will say that is a problem. So why not make a west coast server (in LA) and keep the Chicago server.
